European Union (Restriction of Certain Hazardous Substances in Electrical and Electronic Equipment) Regulations 2012 implement European Directive 2011/65/EU on the Restriction of the use of certain hazardous substances in electrical and electronic equipment (EEE). These Regulations aim to improve the safety of electronic products and prevent the release of hazardous substances into the environment.

Amendment

This amendment implements the additions to Annex III of Directive 2011/65/EU on the restriction of the use of certain hazardous substances in electrical and electronic equipment.

Annex III contains a list of applications which are exempt from the Directive and which are therefore exempt from these implementing Regulations. This is done by updating the definition of the Directive to include reference to them:

  • Directive (EU) 2019/169 amending, for the purposes of adapting to scientific and technical progress, Annex III to Directive 2011/65/EU as regards an exemption for lead in dielectric ceramic in certain capacitors.
  • Directive (EU) 2019/170 amending, for the purposes of adapting to scientific and technical progress, Annex III to Directive 2011/65/EU as regards an exemption for lead in PZT based dielectric ceramic materials for certain capacitors.
  • Directive (EU) 2019/171 amending, for the purposes of adapting to scientific and technical progress, Annex III to Directive 2011/65/EU as regards an exemption for cadmium and its compounds in electrical contacts.
  • Directive (EU) 2019/172 amending, for the purposes of adapting to scientific and technical progress, Annex III to Directive 2011/65/EU as regards an exemption for lead in solders to complete a viable electrical connection between semiconductor die and carrier within integrated circuit flip chip packages.
  • Directive (EU) 2019/173 amending, for the purposes of adapting to scientific and technical progress, Annex III to Directive 2011/65/EU as regards an exemption for lead and cadmium in printing inks for the application of enamels on glasses.
  • Directive (EU) 2019/174 amending, for the purposes of adapting to scientific and technical progress, Annex III to Directive 2011/65/EU as regards an exemption for lead bound in crystal glass as defined in Directive 69/493/EEC.
  • Directive (EU) 2019/175 amending, for the purposes of adapting to scientific and technical progress, Annex III to Directive 2011/65/EU as regards an exemption for lead oxide in seal frit used for making window assemblies for certain laser tubes.
  • Directive (EU) 2019/176 amending, for the purposes of adapting to scientific and technical progress, Annex III to Directive 2011/65/EU as regards an exemption for lead in the plating layer of certain diodes.
  • Directive (EU) 2019/177 amending, for the purposes of adapting to scientific and technical progress, Annex III to Directive 2011/65/EU as regards an exemption for lead as activator in the fluorescent powder of discharge lamps containing phosphors.
  • Directive (EU) 2019/1845 amending, for the purposes of adapting to scientific and technical progress, Annex III to Directive 2011/65/EU as regards an exemption for bis(2-ethylhexyl) phthalate (DEHP) in certain rubber components used in engine systems.
  • Directive (EU) 2019/1846 amending, for the purposes of adapting to scientific and technical progress, Annex III to Directive 2011/65/EU as regards an exemption for lead in solders used in certain combustion engines.

These exempt applications are very specific and do not make overarching changes to the EEE to which these Regulations apply.
