Summary
From 1st January 2027, operators of waste activities at a permitted facility* must enter specified information into the digital waste tracking system.
*Operators of waste activities at permitted facilities are those authorised by SEPA through a permit under The Environmental Authorisations (Scotland) Regulations 2018.
The Scottish Ministers are appointed as the ‘designated person’, and must:

The Scottish Ministers are appointed as the ‘designated person’, and must:
- establish, maintain and operate the digital waste tracking system; and
- allow SEPA access to the information entered into the digital waste tracking system.
- enter information provided in written format into the digital waste tracking system;
- issue compliance notices against the requirements outlined in Regulation 18(2);
- issue enforcement cost recovery notices to those issued with a compliance notice to cover the costs incurred relating to the compliance notice; and
- withdraw and amend compliance notices and enforcement cost recovery notices at any point.
