The Clean Heat Market Mechanism Regulations 2025 established that suppliers (manufacturers and brand owners) of fossil fuel boilers must meet annual targets to supply low-carbon heating technologies (heat pumps), or pay financial penalties. Requirements apply to those who supply at least 15,000 gas boilers or 750 oil boilers per year.

Amendment

From 12th December 2025, the Microgeneration Certification Scheme (MCS), provided by MCS Service Company Ltd., is named as the only certification for the Clean Heat Market Mechanism (CHMM).

Also from 12th December 2025, a heating system is no longer required to provide hot water (where hot water is not needed for the building) in order to be classed as a hybrid heating system.

Starting from 1st April 2026, the low-carbon heat target for scheme participants will be increased from 6% to 8% of the relevant boilers supplied.
