The Producer Responsibility Obligations (Packaging and Packaging Waste) Regulations 2024 establishes that producers of packaging must report data on packaging supplied and pay fees to contribute towards the processing of packaging waste. The Regulations also set the rules for compliance schemes which perform reporting obligations on behalf of producers who are scheme members, as well as duties for those who reprocess or export packaging waste.

Amendment

Large producers of closed loop packaging (food grade plastic household packaging waste that is collected directly for recycling) are enabled to offset this against their disposal fees for household packaging. Requirements are established which apply in the event of corporate mergers and acquisitions. Fees for producer registrations and compliance scheme registrations are also updated.
