The Vehicle Certification Agency, which is the designated approval authority in the UK, must develop software tools for the assessment of carbon dioxide (CO2) emissions and fuel consumption of heavy-duty vehicles. These software tools must be downloadable and made available to the public free of charge. - Assimilated Regulation 2019/1242 setting CO2 emission performance standards for new heavy-duty vehicles sets CO2 emission performance standards for new heavy duty vehicles, with the intention of reducing emissions and combating global warming.
From 2025 manufacturers will be required to comply with their specific CO2 emissions target, or will be required to pay an excess CO2 emissions premium if it is not met.

Amendment
Procedures are set out for the correction of calculations of CO2 emissions from heavy-duty vehicles which have been misreported by their manufacturer as vocational vehicles* under Assimilated Regulation 2019/1242 setting CO2 emission performance standards for new heavy-duty vehicles.
*A vocational vehicle means a heavy-duty vehicle not intended for the delivery of goods, that is a:
- vehicle fitted with a hook lift;
- tipper;
- concrete mixer;
- concrete pump vehicle;
- refuse collection vehicle;
- street sweeper, cleansing and drain clearing vehicle;
- compressor;
- vehicle for retail or display purposes;
- recovery vehicle;
- ladder vehicle;
- crane lorry;
- aerial work platform vehicle;
- digger derrick vehicle;
- fire engine; or
- tractor with a maximum speed not exceeding 79km/h.
