Mini Summary
Climate Change (Scotland) Act 2009 allows for greenhouse gas emissions targets to be set with a requirement to set annual targets in secondary legislation. A Scottish Committee on Climate Change or an existing body will be designated for advisory functions. The Act place duties on Scottish public bodies and contains provisions to impose further duties on public bodies in relation to climate change. The Act also includes other provisions on climate change, including adaptation, forestry, energy efficiency and waste reduction.

Amendment
Carbon dioxide equivalent emissions targets are set in support of achieving net-zero emissions by 2045, as required under the Climate Change (Emissions Reduction Targets) (Scotland) Act 2024 (a previous update). The targets cover the Scottish carbon budget periods from 2026 to 2045.
