The Building etc. (Amendment) (Wales) Regulations 2025

  • The Building Regulations 2010 sets out that reasonable standards of health and safety are required to be met for building work. These Regulations replace previous legislation and are supported by The Building (Registered Building Control Approvers etc.) (Wales) Regulations 2024 in Wales and The Building (Registered Building Control Approvers etc.) (England) Regulations 2024 in England.
  • The Building (Registered Building Control Approvers etc.) (Wales) Regulations 2024 establishes that building work in Wales which requires approval to comply with building regulations can be approved by a registered building control approver (RBCA) as an alternative to local authority approval. This includes building work involving construction, extension, material alteration or change of use of buildings where The Regulatory Reform (Fire Safety) Order 2005 applies.

Amendment

  • The Building Regulations 2010

Updated requirements on infrastructure for electronic communications (Part R) in new buildings containing at least 1 residential unit will apply to works starting after 1st July 2025. Work notified before that date and starting before 1st July 2026 is exempt.

This amendment has no direct relevance to occupational health and safety matters.

 

  • The Building (Registered Building Control Approvers etc.) (Wales)

The functions of registered building control approvers (RBCAs) are extended to include inspections and checks of infrastructure for internet connection. This only applies to the erection of new buildings containing at least 1 residential unit.

This amendment applies to new building work starting after 1st July 2025. Work notified before that date and starting before 1st July 2026 is exempt.
