Regulation (EC) 1907/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) sets out that manufacturers, importers, distributors and users have responsibilities relating to the registration and use of chemical substances which could cause harm to people and the environment.

Amendment
Per- and polyfluoroalkyl substances (PFAS)* are added to Annex XVII (restrictions on the manufacture, placing on the market and use of certain dangerous substances, mixtures and articles). Firefighting foams containing PFAS in a concentration equal to or greater than 1 mg/L for the sum of all PFAS must not be placed on the market or used from 23rd October 2030 in accordance with the conditions set out in the Annex.
Exceptions apply, allowing PFAS-containing equipment in a concentration equal to or greater than 1 mg/L to be used and placed on the market as detailed in the Annex.
*Any substance that contains at least one fully fluorinated methyl (CF3) or methylene (CF2) carbon atom (without any H/Cl/Br/I attached to it).
