Commission Implementing Regulation (EU) 2020/2211 amending Annex VI to Implementing Regulation (EU) 2019/2072 as regards the United Kingdom
Following the UK’s exit from the EU, Great Britain (GB) is considered a third county in relation to EU plant health regulation. Therefore, if the UK wishes to move specified plants into the EU from GB, the UK must make a request to the European Commission to be recognised as being free from specified pests for the specified plant in question.

The Commission has approved the UK’s application in relation to Tubers of species of Solanum L., and their hybrids and therefore Implementing Regulation (EU) 2019/2072 is amended to include the UK as an exempt third county under point 17 of Annex VI. This means that the specified plant can be moved between GB and the EU, under the condition that the UK provides survey results annually to show that the UK continues to be free of the specified plant pest.

Reference is made to movements from GB to the EU rather than the UK as under the Northern Ireland Protocol, NI continues to operate as if it is part of the EU. This means that controls over the movement of specified plants between NI and the EU are made as if NI is part of the EU.

Annexes IΙΙVIVIIIXXXI and XII  are amended following the United Kingdom’s (UK) exit from the European Union (EU), and the Northern Ireland (NI) Protocol being established under which NI will be subject to EU rules. The specific changes are outlined below.

A community heritage project connecting South Pennine residents with their woodlands has recently produced a book. The book aims to raise awareness of the importance and history of the community’s local environments – especially useful in the current climate where outdoor space is relied upon more than ever to relieve stress and keep fit.

The project ran for 3 years and included:

Newground Together were one of four funders for the project, allowing your subscription costs to support our wonderful natural environment.

38 woodlands across the South Pennines have been investigated. The results will not only be used to update the regional Historic Environment Records but also to inform landowners of heritage assets held by them, the significance of these assets and how best to manage them. Reporting is ongoing but over 1,000 features of archaeological significance have been recorded to date.

As well as providing reporting, the project has completed 289 forest school workshops across the South Pennines, working with 3,000 schoolchildren.

In addition to funding a Woodland Heritage Officer, Newground Together has helped facilitate 8 forest school training events, resulting in over 80 adults achieving a qualification to Level 1 Forest School Practitioner.

Belle Paterson, Community Development Officer at Newground Together added: “The woodlands of the South Pennines have a fascinating story to tell and can inspire, educate and entertain.

“Connecting communities with the natural environment can build a sense of appreciation of how it can impact on our lives including climate change, loss of biodiversity and flooding.

“Spending time in the natural environment can also boost health and wellbeing and projects like this can foster a great sense of belonging and community pride.”

Mini Summary
Regulation (EC) No 1907/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) imposes requirements on manufacturers and importers of chemicals and restricts the use of certain high risk chemicals.

Following the UK’s departure from the EU, this EU Regulation has been incorporated directly (with amendments) into UK law. This entry describes the UK version of REACH. N.b. in Northern Ireland, the EU version still applies.

 
Amendment
These Regulations amend REACH and also amend the three REACH (Amendment)(EU Exit) Regulations passed in 2019 (see below). The 2019 Amendments assumed that Northern Ireland would mirror the regulatory approach in Great Britain following the UK’s exit from the European Union. However, the subsequent Withdrawal Agreement and associated Northern Ireland Protocol provide that Northern Ireland will continue to follow EU rules in many respects including REACH. These 2020 Amendments revise the 2019 Amendments to restrict their scope to Great Britain, and to provide arrangements concerning movement of chemicals between Great Britain and Northern Ireland. The ‘summary and duties’ text above, and the text of the 2019 Amendment below, has been revised to reflect these 2020 Amendments.

Amends: Renewable Transport Fuel Obligations Order 2007
Mini Summary
The Renewable Transport Fuel Obligations Order 2007 requires transport fuel suppliers, who supply relevant hydrocarbon oil in the United Kingdom, to produce evidence that a certain amount of renewable transport fuel has been supplied.

 
Amendment
The calculation used to determine the amount that a supplier must pay to discharge any shortfall in their renewable transport fuel obligation has been changed, with the effect of increasing the cost of discharging shortfalls. The multiplier applied to any shortfall in a suppliers main renewable transport fuel obligation is increased from 30 pence to 50 pence for obligation periods beginning on or after 1st January 2021.

The label given in relation to energy labelling of air conditioners in Annex III is changed to only contain text in English and have the UK flag.

Amends: The Energy Information Regulations 2011
Mini Summary
The Energy Information Regulations 2011 set energy labelling and standard product information requirements for energy-related products and is linked to The Ecodesign for Energy Related Products Regulations 2010. They also define the Market Surveillance Authority which is responsible for enforcing these Regulations.

 
Amendment
These Regulations update Schedule 1 which lists the EU energy labelling measures that currently have effect, and that can therefore be enforced by the UK market surveillance authority under the 2011 Regulations. Added to the table in Schedule 1 are the new energy labelling measures coming into force from 1st November 2020, which have been made under Regulation (EU) 2017/1369 setting a framework for energy labelling (‘EU Energy Labelling Regulation‘).

These new energy labelling requirements are specifically for household washer-dryers, household washing machines, household dishwashers and household refrigerating appliances.

Newground operates 3 community hubs in disadvantaged locations in Blackburn, Halifax and Wakefield. A range of youth work and community activities are delivered from the hubs, allowing a safe space for locals and helping to reduce anti-social behaviour.
