Northern Ireland: Manufacturers of internet-connected radio equipment intended to be placed on the market in Northern Ireland must ensure their products meet the additional safety requirements.
England & Wales: Various sections of the Act relating to compulsory purchase orders (excluding those requiring authorisation from Welsh Ministers) come into force from 2nd December 2025. Compulsory purchase orders which are already in progress are exempt from the changes.
Great Britain: End dates are updated to extend the allowed use of halon 1211 in portable fire extinguishers for the protection of cabins and crew in specified Defence and Loganair aircraft.

Scotland: Carbon dioxide equivalent emissions targets are set in support of achieving net-zero emissions by 2045, as required under the Climate Change (Emissions Reduction Targets) (Scotland) Act 2024 (a previous update to the 2009 Act). The targets cover the Scottish carbon budget periods from 2026 to 2045.
Great Britain: Technical changes are made, updating references to EU legislation, as Regulation (EU) 305/2011 will be repealed and replaced in EU by Regulation (EU) 2024/3110 laying down harmonised rules for the marketing of construction products, from 8th January 2026.
European Union: Member States must introduce legislation by 17th June 2027 to prevent food waste generation and implement an extended producer responsibility scheme for textiles. The definition for gaseous effluents excluded from Directive 2008/98/EC is also updated, specifying that this relates to gaseous effluents emitted and stored in accordance with Directive 2009/31/EC on the geological storage of carbon dioxide.
Republic of Ireland: The transitional periods inserted into the Planning and Development Regulations 2001 to 2025 by the European Union (Planning and Development) (Renewable Energy) Regulations 2025, are extended to 1st May 2026.
European Union: Firefighting foams containing PFAS* in a concentration equal to or greater than 1 mg/L for the sum of all PFAS must not be placed on the market or used from 23rd October 2030, unless exempt.
European Union: The authorisation conditions for the biocidal product ‘ClearKlens wipes based on IPA’ are updated, to make administrative changes, requested by the authorisation holder. There are no changes to duties for organisations.
Republic of Ireland: The financial year, from which directors of applicable companies are required to include sustainability reporting as part of their directors’ reports, is deferred.
United Kingdom: From 12th August 2025, the Waste Electrical and Electronic Equipment Regulations 2013 extends producer requirements to non-UK suppliers of Electrical and Electronic Equipment (EEE) and online marketplace operators (OMPs) supplying the UK market. The definition of a producer is also updated, with small producers (placing under 5 tonnes annually on the UK market) able to register instead of joining a compliance scheme.
United Kingdom: Capacity providers can now terminate their capacity market agreement if they choose to participate in a Dispatchable Power Agreement (DPA) for gas generation with carbon capture, usage and storage (power CCUS). The changes also add power CCUS to the list of eligible technologies under the Contracts for Difference scheme.
Wales: Multiple sections of the Environment (Air Quality and Soundscapes) (Wales) Act 2024 will come into force on 31st July 2025. These include provisions on local authority air quality reviews, the preparation of action plans for air quality management areas, and Welsh Ministers’ powers of direction. They also commence measures regulating smoke and fuel in smoke control areas, along with guidance for local authorities and further smoke control provisions. Together, these changes strengthen local and national powers to address air quality issues in Wales.
